(11) Explaining the difference between Public Bills and Private Bills.

Public Bills affect the law in general so that they have broad relevance to society. Public Bills are usually introduced by the Government, but Private Members’ and Peers’ also introduce some of these Bills to Parliament. Private Bills, by contrast, relate to limited groups only (such as one local authority or organisation). They are brought to Parliament by outside bodies seeking legislation to deal with an issue specific to them.

(12) Explain, with some reference to the last question, the difference between Private Members’ Bills and Private Peers’ Bills.

Both are types of Public Bills and so seek to affect the general law (as explained in the last answer). Private Members’ Bills are introduced by MPs in the House of Commons; Private Peers’ Bills are introduced by peers in the House of Lords.
